Seven tiles, all in Chi Leung’s main levels. The achievement is “Picking up the pieces”, and the set unlocks the Dithered filter.

ScreenRant’s article still contains an older sentence that says four tiles, then lists seven. I ignore the “four” sentence. The list of seven matches IGN and the Steam guide, including the level numbers. Order does not matter. You can grab tile 5 on a replay after the story move that opens 5.5. The optional 6.x rooms have none of them, which surprises people who clear 6.1 and expect a tile in the brick corridor.
The two easy misses are tile 2 and tile 5. Tile 2 is not on the pixel map itself; you take the second map into a cave and open a chest. Tile 5 is inside the postcard, so you have to enter the Stonehenge picture and hop the rocks. Tile 6 is easy to treat as set dressing next to the Loggagraph in 4.2, the room a patch note later made cloudier. I do not have a per-tile photograph I can republish, so the table is the route and the video is the pictures.

How many mahjong tiles are there?
Seven. A stray “four tiles” sentence in one article contradicts that article’s own list.
Which achievement is the set?
“Picking up the pieces.” The Steam guide also ties the Dithered filter to the set.
